The Air Force Life Cycle Management Center (AFLCMC) has officially signed a transition support plan, transferring the Military GPS User Equipment Increment 1 and 2 programs from the U.S. Space Force to Air Force management and consolidating the military’s GPS modernization efforts under a single program office.
The agreement gives AFLCMC full ownership of the MGUE programs and centralizes development and fielding of resilient PNT solutions under the M-code Aviation Receivers Joint Program Office.
“This means the M-code Aviation Receivers Joint Program Office can take a life-cycle approach to developing and fielding GPS capability, ultimately making our forces more lethal on the battlefield,” said 1st Lt. Milton Bugg, MGUE Increment 2 program manager.
The consolidation follows a series of organizational decisions dating to November 2024, when the MAR JPO was established to improve oversight and promote efficient PNT integration across the services. Air Force and Space Force service acquisition executives approved a formal transfer plan on April 9, 2025, with acquisition authority transferring on Dec. 1, 2025. An Air Force materiel leader assumed responsibility for the programs at Los Angeles Air Force Base on Jan. 15.
Lt. Gen. Donna Shipton, then-commander of AFLCMC, signed the transition support plan to complete the handoff May 28. Throughout the process, the Space Force provided technical engineering expertise, administrative documentation, and personnel support to maintain program continuity.
MGUE Increments 1 and 2 deliver M-code-capable GPS receivers with advanced anti-jamming and anti-spoofing technology, giving warfighters more secure and resilient PNT in contested environments. The Air Force will now manage the development and fielding of the user equipment segment while the Space Force retains responsibility for the GPS ground and space segments.
“The interservice transfer of our programs ties technology development more closely to fielding PNT solutions, which is a huge win for the joint warfighter,” said 2nd Lt. Brookelyn Anderson, MGUE Increment 1 project manager.
Consolidating the programs under the MAR JPO is intended to improve cost, schedule, performance and risk management across the GPS enterprise while streamlining fielding and sustainment.
