There was a prize of 20,000 pounds offered (more than $2M USD today) to solve this navigational dilemma.
Dava Sobel authored a book “Longitude” that covered the political and technical issues of the time quite well.

And it is unfortunate that so many in our country have no concept about how things work at all. Of course the fine details of how GPS functions are a bit complex, and the math is not trivial. But the basic concept should be understood so that folks can understand just why time enters into the relationship. But it seems that to many have skipped building a foundation of basic knowledge and understanding.
