John Harrison first solved this problem in the 18th century - he was a self-taught clockmaker who created the first usable marine chronometers to solve the "Longitude Problem". For a good writeup see the Royal Museums Greenwich website:
http://www.rmg.co.uk/harrison
There was a prize of 20,000 pounds offered (more than $2M USD today) to solve this navigational dilemma.
Dava Sobel authored a book "Longitude" that covered the political and technical issues of the time quite well.

Indeed a great article. And it is unfortunate that so many in our country have no concept about how things work at all. Of course the fine details of how GPS functions are a bit complex, and the math is not trivial. But the basic concept should be understood so that folks can understand just why time enters into the relationship. But it seems that to many have skipped building a foundation of basic knowledge and understanding.

Great article; especially the title "When Am I...?". Very existential. I think you just ripped a hole in the space-time continuum; metaphorically speaking, which is a good thing in my mind-at-large.
