Galileo Promises to Drop Licensing Requirement

In late October, Paul Verhoef, EC director of satellite navigation programs, made an impromptu comment at the World Congress of the International Association of Institutes of Navigation in Stockholm, stating that the European Commission would drop a requirement for manufacturers to obtain a license to manufacture Galileo receivers. An official announcement has not yet surfaced, but here is incontrovertible proof that he indeed made the statement.
