Dr. Theodore R. Alter is professor of agricultural, environmental, and regional economics in Penn State's Department of Agricultural Economics and Rural Sociology. His research and policy interests focus on economic development, community and rural development, comparative rural development policy, public sector economics, and state and local government finance and expenditure strategies.
